Suggested change to title of FA

The request that made me think of it.

In general, we just don't have a problem with notification e-mails. It's validation e-mails, and apparently community e-mails...lots of stuff from @livejournal.com.

Can we change the title to "Where are my notification e-mails" and possibly move it to the troubleshooting category? Also, maybe (?) link it in the validation FAQ...
