FAQ 115

Just a suggestion: when providers block email from LJ, there is a distinct possibility that, in addition to comment notifications, other email such as validation emails and password reminders could be blocked as well. I propose we change the title of FAQ 115 to "Why am I unable to receive email from LiveJournal?" and move it to troubleshooting. A revision wouldn't be necessary at all as the FAQ is already pertinent to all email.
