[paid accounts] FAQ131

Now that we have posting-by-phone (for EA/Perm/Paid), I'm going add in a bullet on FAQ131:

* Ability to post by email or by phone (http://www.livejournal.com/manage/emailpost.bml).

We don't have a FAQ for this, and I don't know if we do quite yet -- the instruction page really deals with that sort of thing. But for now, a link to /manage/emailpost.bml from FAQ131 seems good.
