Currently states the following :
All public layouts support a choice between layout-styled comments pages and system-styled comments pages for users with Paid, Permanent, and Early Adopter accounts.
Except... EA's cannot use the custom style pages. I hesitate to link to this in requests, because its misleading.
I propose that the wording is fixed to reflect this as it would assist us in answering.
