The first two paragraphs seem to be entirely geared toward adding a syndicated feed to your friends list or finding a feed. The third paragraph addresses creating a feed:
If you are creating a new syndicated account, you must enter both the desired username (which cannot already be in use) and the correct URL of the site's RSS feed. You cannot enter the URL of a regular HTML page on the site. You may be able to learn the URL of a site's RSS feed by contacting the webmaster or support service of the site. Users with free accounts cannot create new feeds.
Nowhere there does it say where you need to enter the desired username and the RSS feed and instead the user attempting to create a feed is left to run blindly around the mazes of the internet and scream at people in #lj_support who know what they're doing so well that they forget that some people are complete newbies to syndication and don't know what they're doing at all.
I propose the following minor rewrite:
If you are creating a new syndicated account, you will need to go to the bottom of http://www.livejournal.com/syn/. In the appropriate fields, you must enter both the desired username (which cannot already be in use) and the correct URL of the site's RSS feed. You cannot enter the URL of a regular HTML page on the site. You may be able to learn the URL of a site's RSS feed by contacting the webmaster or support service of the site. Users with free accounts cannot create new feeds.
Or something, anything that addresses where it is that you need to go to enter a feed.
