[clients] Proposed FAQ addition -- checkfriends/client blinking

I'll preface this post by saying that writing FAQ doc is not my strong point, which is why I'm not suggesting specific wording here. However, if you all prefer, I can attempt to write an initial copy which can be edited ruthlessly. ;)

Anyhow, upon discussion with the Clients support team, we've decided it would be good to add a FAQ regarding the checkfriends proc from a user perspective. The FAQ would include why clients 'blink' or 'light up' as well as why the feature does not work for free users. As the 'check for friends page updates' is included in many clients across many platforms, we feel this would be useful for answering questions in support, as well as helpful to users who happen to use the FAQ to look things up. ;)

Thoughts/arguments against/wording suggestions/pocky?
