Update to FAQ 21 (Paid accounts)

I'd like to propose that we update FAQ #21 by adding a blurb about the fact that paid accounts aren't transferable or refundable to the end of it.

I was thinking something like this:

"Please note that, pursuant to the Terms of Service (at http://www.livejournal.com/legal/tos.bml), any paid account time you may purchase is not refundable and is also not transferable to any other account. "
