There is a new console command that allows people to transfer communities very sexy like. lj://faq/100 has been re-written to reflect that.
Trivia: Following the old instructions never really gave people new ownership of a community. Instead, the people handing over the community would still have all of the abilities of the current admin, except that they wouldn't know the password.
