update to FAQ 21

A small subset of international users wanting to buy paid accounts with credit cards might find their country isn't listed. This is intentional in the cases of countries that have economic or political sanctions in place by the US, because the bank LJ uses for CC processing will not process CC payments from these locations.

Edited FAQ 21 to mention briefly that if a user has questions about making CC payments from an unlisted country, they should ask accounts@. Because goodness knows new countries get added and it'd be best to check them against the "intentional" list before telling them we can't help them.
