[tags] FAQ Category Revamp

Now that all the fuss about the new tags feature is done, I'm not sure it needs its own category. Tags partially work in s1, so there's overlapping info in 226 and 227. FAQ 228's hidden already.

Here's what I think would be a good idea.

Now: 226 (Tags). 227 (S1; Security). 229 (Friends security; Comms security). 230 (Comms)
Future: 226 Tags (Site Nav or Entries). 229 Tags and Friends (Friends). 230 Tags and Communities (Communities)

1. Split 227 up (S1->226; Security->229)
2. Hide 227; Redirect people to 226 and 229.
3. Move 226 to Site Nav (or Entries?).
4. Move 229 to Friends.
5. Put the Comms stuff from 229 in 230.
6. Move 230 to Comms (not Comm Management).
7. Change sort order.
