redirect 163 to 137, trim official comms list 125

The Syn Support team has talked about FAQ 163: How do I find a syndicated account, and we'd like to change that to a hidden FAQ that points to FAQ 137 (watching/creating feeds). The syn_* communities are pretty useless (and not very official); the only useful and unique info in 163 is the top 1000 link, which can be easily added to 137. It could work as a bullet point since there's really not much else to say about it.

Browse Popular Feeds on LiveJournal: top 20 or top 1000

Similarly, syn_promo and syn_quest can get out of FAQ 125 (official LJ comms).
