support/faqbrowse.bml, FAQcat editors, and translators

Currently, when a FAQcat editor views one or more FAQs in a category they can edit, there's a link for them to go directly to the "edit that FAQ" page. Looking at the code for the page, this doesn't seem to check which language you're viewing the FAQs in. I'm not sure it makes sense to offer them that link when not using en_LJ to view the FAQs, but maybe it does. However, I do believe there should be a similar link (instead, or in addition) when the user viewing the FAQ is a translator for that language. (the link target would have to be different, of course.)
