Is LiveJournal Free?

Yes, people still ask this. The answer is in a FAQ, and we know where it is, but that doesn't do the new and clueless much good if the question isn't in the FAQ list. Every once in a while, someone new opens a panicky support request wondering if they will be billed. How they expect us to bill them without their name, address, or billing info I don't know, but I'd like to set their minds at ease.

Therefore I propose the following title change for FAQ 38:

Is using LiveJournal free? Can I use LiveJournal for free? What are the different account levels on LiveJournal?

Also, it was brought up in comments that this FAQ still refers to the Plus level as 'the new account type'. Perhaps we could change this to 'newest' or remove it completely?
