FAQ #283: More clarity about creating OpenID accounts.

FAQ #283 could use more clarity about how exactly a user can create an OpenID account.

Right now, creating OpenID accounts is only mentioned in one sentence: "Using OpenID to comment on LiveJournal automatically creates an OpenID account with some of the features of standard accounts." However, it is also possible to create an OpenID account just by logging into it; you don't have to attempt to post a comment to create the OpenID account.

In addition to adding that, I think those two pieces of information should probably be separated out into their own paragraph or subheading or something, just to make it clear that that is the section about creating OpenID accounts.
