FAQ23: OpenID users can be "registered" users

OpenID users whose email address is validated are treated as registered users for commenting purposes (as of http://community.livejournal.com/lj_releases/40278.html). Instead of "Excludes anonymous and OpenID comments", we could say non-validated OpenID, but "exclude" + "non-" might be confusing to understand. Perhaps say includes OpenID with validated email instead?

Also, the 2nd item in the last section implies that OpenID users can't read protected entries, but that's not the case if you've friended an OpenID user. I think we could remove that whole sentence?
