To quote Opal, OpenID users whose email address is validated are treated as registered users for commenting purposes (as of http://community.livejournal.com/lj_releases/40278.html).

Thus, FAQ 231 needs a revision to this section:

"Currently on LiveJournal, OpenID comments count as anonymous comments for the purpose of allowing comments and as comments from registered users for the purposes of screening comments. To allow OpenID comments, a user must also set his or her account to allow anonymous comments. There is no way to allow a specific OpenID account to comment without enabling anonymous commenting. However, specific OpenID accounts can be banned from commenting when anonymous commenting is enabled."

And FAQ 283 should lose/change the bullet: Post Comments wherever anonymous commenting is enabled.
