transferring remaining paid time after being permed

Now that the permanent account sale is going on, there's a bit of looking around for the transfer tool. I know I can never find it when I need the url, and I don't think it's linked anywhere except a couple of news posts and such. IRC suggested adding a bit about it to 220, which seems like as good a place as any.

I think it might also be appropriate to see a link on /manage/account (or manage/horizon or wherever it is things like that go these days. Maybe on the new beta account settings page?) and putting in some logic that makes the link only show up if a) you're perm and b) have paid time remaining.

Thoughts?
