Deleted-and-Purged Maintainers
Due to 
suggestions discussion, I would like to do the following:

Expand 221 to include what is done if all maintainers are deleted-and-purged.
Who owns a community? What are maintainers and moderators?
Current
A community must always have at least one user designated as a maintainer. This means that it is not possible to remove yourself as maintainer accidentally unless there is someone else you have designated as maintainer. If this has happened, you will need to contact that user and ask them to re-add you as a maintainer.
Proposed
A community must always have at least one user designated as a maintainer. This means that it is not possible to remove yourself as maintainer accidentally unless there is someone else you have designated as maintainer. If this has happened, you will need to contact that user and ask them to re-add you as a maintainer. However, a sole maintainer may delete their journal.
What can I do if a community maintainer has abandoned their community? What if there is spam in a community I read?
The Abuse Prevention Team would need to approve, but I suggest the following change:
Current
* The existing maintainers are unresponsive or declare that they no longer wish to maintain the community.
* There are situations occurring within the community – such as rampant harassment or spam – which require a maintainer's intervention.
