Since enable/disable comments isn't a checkbox anymore, the bulleted list should be retooled a bit.
I'm not really sure how to handle old system vs new system notifications, but right now the emphasis is on old-system notifs and the new system is a bit of an afterthought; they seem like they should get at least equal weight, but either way I think that whole section needs a rewrite.
