Faq 166 (Account Trading Policy)
FAQ 166, which deals with account trading states that the former account owner will "always" be able to reset the password on the account.
While account trading is still a bad idea, and should of course be discouraged, this is no longer true due to a recent site change. The older owner will be able to reset the password for 6 months after the trade (assuming the new user changes the accounts email address).
