Inactivity Deletion

Clearly the bullet point in FAQ127 regarding inactivity needs to be changed. I would suggest that for now, we just the delete the clause "and LiveJournal does not delete accounts for inactivity." Once the actual criteria for inactivity deletion are firmed up, we can rewrite with more specifics, or possibly create a separate "How do I prevent my account from being deleted" FAQ.
