FAQ20 and comment deletion

Under "Banning will not:" in FAQ20 we should add:
* Prevent the user from deleting any comments they already left.

For public entries all they have to do is hit the "X", and for now-hidden entries they can still reconstruct the deletion URL from e-mail records and the Recent Comments page. I'm not sure if should detail these two methods or simply leave it at the simple statement above.
