As a courtesy, when a paid account is upgraded to a permanent account, LiveJournal will permit you to transfer any remaining paid time and userpic add-ons to another, non-permanent, account with the Transfer Remaining tool.
We can add it back if/when there's another perm sale - right now it just confuses and contradicts the FAQ itself.
